Best time to see him is in the early morning particularly in springtime or early summer. He's been seen at other times too though but those are the best times to see him for some reason. If you see him don't jump in after him, it's just a ghost.
Maybe he's trying to get people to jump in after him. So far no one's jumped but as far as I know.
