I thought I'd go up and ask him or her to please keep the footsteps a bit light at night and maybe not drop so many heavy objects. I went up and it turns out the apartment is empty. The sounds are still going on, landlord says it's in my head.
Other people have heard it as well though so it is real.

I was in an apartment and there were strange things happening and I saw a pair of eyes appear on my window and then the day after my wall appeared to have a glow on it. And that night at 3:00 I woke up and my hands and feet were pinned down and there was nothing there to keep my hands down.
