Locals who       have made out this phantom assert this phantom gets pleasure from startling foolish folks who dare to upset the serenity in Saint Clair. The ghost of an engine driver has purportedly been observed on frequent instances taking pleasure in the view at Ashland Reservoir Dam late in the night.
