A sizeable chilling ghost may be perceived over and over again   in a building outside Chelsea. No matter what people express, it's a terrifying ghost that you do not want to come across at night. The ghost of a shackled up man has every now and then been perceived staring at the view from the summit of Signal Mountain late at night.
