A local man argues that this ghost is that of a local resident who had a house   here in Fowler a long time ago. The ghost of a man sporting a police uniform has occasionally been distinguished walking a Collie very late at night on a shady Fowler residential street. The phantom of an aged man with a long gray mustache has been perceived on a handful of instances staring through residence windows in Fowler at night. No matter what, this spirit undeniably is frightening; one that you wouldn't want to come across in the early morning hours. The ghost of a man sporting a soldier's outfit was noticed watching television in a Fowler living room late in the night. When the observer materialized the phantom ran away.
