Lake Elmo, Minnesota Ghost Sightings

Two years ago I was driving south on County Road 17, and I saw a young woman in her twenties soaking wet by the side of the road. She was standing by a car with it's hood up. There were a couple of cars parked nearby as well, but I didn't see other people.
She was staring at me, but she didn't make any gesture that showed that she needed my help. It was as if she was waiting for someone to come get her. The weird thing was that the sky was very clear,

but the woman's clothes were dripping water.
I drove past her, but after 200 yards away I decided to turn around. She wasn't there, neither was the

car with the hood up. The other cars were still there just like I have seen them earlier. Has anyone see this too? This was between the 24th and 20th Streets.
