A fairly translucent guy dressed as the skipper of a craft was witnessed in Otter Slough State Wildlife   Management Area around midnight staring angrily at the observer. The appearance of the viewer startled the phantom who then disappeared. A sizeable menacing phantom showed up checking out Upper Shoals in detail at night. The eye witness was frightened and ran away.
