I think he might be from the 1960's because the first time I saw him was when I was standing near the water taking pictures. It got really cold all of a sudden and when I turned around he was standing behind me. He had stringy long dirty hair and asked me hey chick wanna a hit. I Shook my head 'no' with my mouth wide open and then he vanished into thin air. But the Cement where he had been standing had a wet spot on it.
