It was past 11 p. M. As it takes a while to leave the Sun bowl area because of traffic. We were headed south on Mesa and when we approached st. Patricks cathedral we noticed a Street traffic light next to the church was bobbing up and down (a lot). It seemed very Odd to us as there wasn't anything to make it do that. There was no wind of any kind either. Every time we pass that area now I look to see if it'll do it again.
