a resident of Boulder City, standing next to a skate board can be seen in the early hours of the night, right after you come around the curve.

At first he is just a dark shadow, but as you merge closer, you can see the outline of a skate boarding young kid. Rumor has it that he stands just to the side of the center of the road.
