If you talk to the locals, this ghost is that of a person who had a house here in Plymouth some time ago. Any which way, it's a menacing ghost that any wise person wouldn't want to encounter.

The ghost of a man clad as a store clerk was noticed walking a Poodle in the early morning hours on a gloomy Plymouth
residential street. The spirit was gobbled up by the night after being seen.

A woman with a partly translucent body appeared peeking through house windows in Plymouth late in the night. Panicked by the watchers the phantom made its way into the shadows.
