I have no background information about this location. This picture was taken at about 10:00 pm. This was my first visit to New Paltz. Intrigued to see what others think. I think the bottom windows are reflections from a mural across the street. The bars and restaurants are in right direction of the point of view. Photo has only been enhanced by contrast and light adjustments nothing else. I will try to upload the original.

Could be wrong but the building looks like it could be the orphanage which was converted to student housing, but I think it had been an orphanage at one point. I used to live next door while in college.
