Philadelphia, a city that played a pivotal role in the American revolution, would also play a role in how society held it's crimminals. A meeting at Ben Franklin's house held by the Quakers would eventually lead to the construction of the Eastern state penitentiary. The idea was to separate a crimminal from the outside world so that they would look into their hearts and become penitent thus the term penitentiary, however it had an oposite effect on convicts and instead drove them mad because of the isolation.

During the late 1800's and 1900's the prison abandoned this attempt and turned to brutal way to control the inmates,torture. One of Eastern states most famous inmates was Al capone who was haunted by the spirit of one of the victims of the saint valintines day massacre.
