at was either balancing itself or was anchored into the ground. This thing was 15 to 17 feet tall and would have needed a substantial base. I even drove by to look for a hole in the ground where a post could be set, and I saw nothing of the sort.
I still can see it standing there in my mind. Even as I was looking at it, I knew what I was looking at was something more than a prop. My rational mind is saying, ''It's a scarecrow.'' I saw something

The eastern tower of the Wheeling suspension bridge was the site of a suicide many years ago. A man climbed up there and jumped down to the roadway below. You can sometimes catch a glimpse of him up there. It's a residual haunting. It's replaying his last moments. Submitted by Wheeling Guy
