In 1897 a man named Joe killed his wife at the downtown clock, not sure if the clock was there already or not but his wife's spirit is now attached to the clock. She makes the clock slow down when she's in a bad mood.
If you want to slow the clock down you need to make her angry and the best way to do that is to go up to the clock and say something like ''Hey honey it's me Joe hope you enjoy being a ghost'' or anything along those lines.

the clock stop completely, that would be hard though since she's very used to insults by now.
