I took the family to St. Augustine Beach just right off the A Street Beach access, so they could have fun while I tuned my CB radio. There were no cars for miles being 1/22/2019. It was between 5:30 p.m. and 6 p.m. I was parked as far as one could get to the dunes as the sign permitted. I was fiddling with the antenna and SWR meter. As I was outside adding washers to my 102'' steel whip antenna, I looked to my left towards the sand dunes and was surprised

illegally walking on the protected dunes''.
Behind my Jeep Wrangler to my right I saw a man and a woman next to the plastic barrel trash can reading the sign that said no vehicles past this point due to the conservation area. I turned back to my left to see if the woman was still walking on the dunes. She had disappeared, and I did not see or hear her go anywhere. There was no way she could have left the spot without me seeing as the visibility was
