At sunrise mostly in spring and summer at Courthouse Square you can sometimes see a blurry figure that looks like a person, it's blurry and cloudy but you can make out a human shape. Never in the same exact location so if you want to see it make sure you pick a spot with a good view of the entire square.
When the sun rises you will see the figure if you keep your eyes open and don't get distracted. Get a really good luck because he's only there for a few seconds

before he's gone. Works every day in spring and summer but also often during other times of the year.
