I sense the reason is two fold - first there is a great deal of extremely negative energy coming from Eloise - it is getting better since most of it has been torn down but there is still a lingering of that energy - this energy creates a negative vacuum over the southern parts of Westland.
I sense a very different reason in the northern parts of Westland - particularly east of Wayne Rd - I have seen many ghosts of Native Americans that seem very upset

and have thus created another negative vacuum there as well.
This negative vacuum seems to create more reasons why newer ghosts stay as well. As

soon as you cross toward Canton this negative energy disapates.

When we lived in the Hines Park apartments in buildings 5 and 4 we would wander about the complex at night. One night we were near the pool and we saw a strange figure. A little girl about the age of 6 jumping into the pool without a lifejacket on.
When we went to go help her there was nothing there but a strange glowing orb that was at the bottom of the 6 ft. Deep pool. Hines Park apartments are a really good place to live. There is a lot to do.
