About 1977 I was on Louisiana Street just north of Wells Overlook Road. It was about 12:30 am and just as I topped a small hill I noticed someone walking in the center of the road up ahead. When he didn't move over so I could pass I slowed almost to a crawl and crept past him cause I was afraid I'd drop a wheel off the gravel on the right.
As I went very slowly past him I could see he was really tall. He had what appeared to be shoulder length red hair. He had a hat of some kind but I don't recall seeing it clearly. He was wearing a mid-calf light colored coat and had black boots that came up almost to the coat.

Thinking back I guess you could best describe the coat as maybe a Confederate officer's trench coat or maybe even a cape like they wore back then. I only saw him from the back and somewhat to the side as I passed him.

The really creepy thing about this is that he never once did anything to show that he knew I was there. He didn't turn to look at me as I approached from behind or even when I passed to his right side.
You'd think upon seeing the car lights come over the hill he would have instinctively moved to his left to give me room to pass. He showed no sign of recognition of my presence. When I hit Wells Overlook Road about 1 / 8 mile away I locked the car doors and went back to take another look.
But he was gone. He'd disappeared entirely. My thought was that maybe he thought I was coming back to rob him and stepped into the brush or the ditch but when I went through there the next day I noticed there was no brush in the ditch, and both sides of the road were fenced with a 4 foot high woven wire fence (we call it hog wire) with a barb wire on top.
