I also have seen the girl by the railroad tracks in the torn white dress. I was walking home late at night and I took a shortcut by the railroad track. It was a hot summer night. As I was walking I noticed it started to get cold.
I found it odd but I kept walking. Later on my trip home I saw a girl sitting down by the railroad tracks just looking straight at me. I could not tell what her face looked like for it was blurry. I turned around then I turned back to see her but she had disappeared.

I have seen her more than once now. It is very odd and strange. I will try to get a pic of her next time I see her.
