Comment by Helen: There used to be an active jail on the top floor but I never heard any stories of the courthouse being haunted, but it very well could have been due to Rockwall's old history.
Comment by Kimberly: I saw a man matching this description but he was inside the building. He was standing in one of those tall windows. When my fiancé and I went back a few weeks later we didn't see anything. But as we were leaving two cop cars pulled up. They said that someone had tried to break into the building in the past few minutes but we were the only ones there. Still the alarm was tripped. I think it was a spirit honestly.

I was on patrol one night Mar 2006 and pulled into the waterstone subdivision off of yellow jacket Dr. I then turned right on the first Street Julian and about half way down the street a woman in a white robe was leaning down to pick up a newspaper. The woman then turned and began walking back toward the front of her house. The woman looked at my patrol car and continued walking. She should have walked straight to the door but stopped and turned to her left and walked into a brick wall. I was in training at the time and the training officer I was with was in the passenger seat. I looked at her and asked if she saw that she replied that woman walk through that brick wall... I said OK just wanted to make sure I wasn't seeing things.
