After a bit of investigation, the prominent theory was that the banshee was the spirit of a local woman who was hung for shooting a local sheriff. She is continuing to extract revenge on the city's public servants. Several even put in for transfers out of fear of what the escalated encounters between the ghost and the staff would bring.
