Comment by Chris: From research, it doesn't show a Winlock Steiwer daughter dying from an accident, only by old age or by disease. .

Ghost of the dancing lady. In the hay day of Fossil a large house was built by the richest man in town to honor his wife. When the house was finished many dances where held in the third story of the house where all of Fossil residents danced the night away.

During one of these dances one of the poor farmers of town asked the daughter of the rich man to dance. They fell in love as they danced the night away. The rich man saw this and grew very upset thinking that the poor farmer was to unclean to date his daughter. The rich man told his daughter she was not see the poor farmer again. The rich man set up his daughter to be married into a more respectful family. The poor farmer and the girl decided to run away together before the wedding could take place.
The rich man discovered the plan and tried to stop the girl, the girl ran to the third floor of the home where the her father tried to corner her a fight broke out and the girl fell from the third story of the home.
